According to the new Framework Agreement on the Relations between the European Parliament and the European Commission, the yearly timetable for the complete programming exercise is organised as follows:

  • January-May: structured dialogue between European Commissioners and parliamentary Committees (open dialogue on the state of play of the implementation of the Commission Work Programme for the pending year and presentation of the Commission priorities for the coming year)
  • July: adoption by the European Parliament of a resolution presented by the Political Groups in order to send an institutional message containing the assessment by the European Parliament of the implementation of the pending Commission Work Programme and definition of the political priorities of the European Parliament for the coming year
  • September: Speech on the State of the Union by the President of the European Commission in plenary part-session of the European Parliament
  • October: adoption of its Work Programme by the European Commission for the coming year
